At the 2025 ACI Concrete Convention in Baltimore, Maryland, Ned M. Cleland, PhD, PE, was honored with the prestigious Robert F. Mast Award from the American Concrete Institute (ACI). With more than five decades of experience in structural engineering, including 45 years dedicated to precast, prestressed concrete, Ned continues to make an impact and inspire innovation in precast concrete design.

This honor was bestowed by the ACI Board of Direction specifically:

“for his extraordinary contributions to the development of knowledge on the design of precast prestressed concrete structures, particularly in the areas of seismic response and parking structures, and for the transfer of that knowledge into building codes and standards

As an ACI Fellow, Ned is deeply involved in advancing industry standards through his participation in numerous committees and subcommittees, including:

  • ACI 132 – Responsibility in Concrete Construction
  • ACI 318 – Structural Concrete Building Code
  • ACI 362 – Parking Structures
  • ACI 374 – Performance-Based Seismic Design of Concrete Buildings
  • ACI 318-B – Anchorage and Reinforcement
  • ACI 318-G – Precast and Prestressed Concrete
  • ACI 318-H – Seismic Provisions
  • ACI-PCI 319 – Precast Structural Concrete Code
  • ACI-ASCE 550 – Precast Concrete Structures

Ned is also a member of the Precast/Prestressed Concrete Institute (PCI). He is a PCI Fellow, was named a PCI Titan of the Industry in 2014, and received the PCI Norman L. Scott Professional Engineer Award and the PCI Medal of Honor. He most recently co-authored a newly released article introducing the new ACI/PCI 319 code, Building Code Requirements for Structural Precast Concrete – Code and Commentary

Ned’s long-standing involvement in ACI, PCI, and other industry organizations showcases a career dedicated to collaboration, innovation, and technical excellence. We are incredibly proud of his achievements, thrilled to celebrate this well-deserved recognition, and honored to have him among our company’s thought leaders and subject matter experts.
